Forbes: The States With The Highest And Lowest Tax Rates On Spirits

Across the United States, distilled spirits are more heavily taxed than wine and beer due to their higher alcohol content. Some states have substantially higher taxes on distilled spirits than others. This can be due to wholesale taxes, distributor taxes, retail taxes or bottle fees, according to the Tax Foundation.

At $35.22 per gallon, Washington has the highest spirit excise tax rate in the United States. Neighboring Oregon comes second with $22.72 while Virginia rounds off the top three with $19.18. Wyoming and New Hampshire have no excise taxes on spirits, though the government controls all sales and may subject hard alcohol to excise taxes and mark-ups.
